E-Bikes

IMPORTANT: Updated E-Bike Law and Compliance Grace Period

New Jersey’s updated e-bike law took effect on January 19, 2026.
To allow riders time to comply, the law includes a grace period through approximately July 19, 2026.

During this grace period, riders are expected to begin the process of licensing, registration, and insurance.
Full enforcement may begin after the grace period ends.

New Jersey E-Bike Law Overview-Effective January 19, 2026

New Jersey law now regulates all electric bicycles (e-bikes) as motorized bicycles when they are operated on public roadways. These changes apply to both pedal-assist and throttle-powered e-bikes.

Licensing Requirements

  • Age 17 and older: Must have a valid New Jersey driver’s license
  • Ages 15–16: Must obtain a motorized bicycle license/permit through the NJ Motor Vehicle Commission (MVC)
  • Under age 15: NOT PERMITTED to operate an e-bike on public roads

If you already have a driver’s license, no additional e-bike license is required.

Registration

  • All e-bikes must be registered with the New Jersey Motor Vehicle Commission (MVC) to be legally operated on public roads.
  • Examination, Registration and Licensing fees are waived during the first year to assist with compliance.

Insurance

  • Riders must maintain liability insurance for their e-bike.
  • Proof of insurance must be available if stopped by law enforcement.

 Reminders

  • A helmet is mandatory for all motorized bicycle riders, regardless of age.
  • If the “E-Bike” can reach speeds over 28 mph, it is considered either a Motorcycle or a Dirt Bike. If it is classified as a motorcycle, a rider must be at least 17 and have a motorcycle license or endorsement on their NJ driver’s license to operate it on public roads. If it is classified as a dirt bike/off-road vehicle, it is illegal to operate on public roads, regardless of age or licensing.
