TOWNSHIP OF BERNARDS PLANNING BOARD PUBLIC HEARING – MASTER PLAN RE-EXAMINATION March 16, 2010 Bernards Township Planning Board will hold a Master Plan Public Hearing where “Formal Action may be taken” on Tuesday, March 16, 2010. This public hearing will be held in the Courtroom at the Municipal Building, One Collyer Lane, Basking Ridge, NJ, commencing at 7:30 p.m. The purpose of this public hearing is to consider an update to all of the Plan Elements of the Bernards Township Master Plan. Drafts of each plan element may be found on the Bernards Township website in the Documents section of the Planning Board page.     Bernards Township will issue $15m in ‘AAA’ rated (Standard & Poor’s 9/16/09) bonds on 10/7/2009 to permanently finance a variety of Open Space and Preservation purchases that have been aquired over the last three years. The bonds will fully mature in 2017, with all debt payments being funded by the Township’s Open Space Tax. Please click on the link below for more information.

    Millington Quarry, Inc. (MQI) and Tilcon New York Inc. (Tilcon) have recently filed with the New Jersey Department of Environmental Protection (DEP) to obtain an agreement to permit testing for contaminants at the Millington Quarry under DEP oversight. Read the township’s letter of June 1, 2009, to the DEP requesting that it require MQI/Tilcon to increase the frequency of proposed borings and analytical samples, increase the acreage of the quarry included in the sampling parameters, expand the parameters analyzed in the samples, conduct continuous screening in soil borings, collect and analyze groundwater and surface water samples, and interact closely with the Township to ensure the soil and groundwater at the site is contaminant fee; and further, that the Department consider the issuance of an Administrative Order assessing penalties for illegal operations and environmental impacts, and meet with the township officials to discuss the remediation of this site.

    Standard & Poor’s Rating Services assigned its ‘AAA’ long-term rating, and stable outlook on Bernards Township’s 2009 bonds and at the same time affirmed the ‘AAA’ rating on the Township’s existing debt obligations. Standard & Poor’s cited the Township’s very low direct debt burden, favorable demographics, strong home values, consistently strong financial performance, and good financial management practices in affirming their top rating of ‘AAA’.
